GENERAL ABOUT SOS

Association of Municipalities and towns of Slovenia (SOS) is the biggest representative association of municipalities, established in 1992. The Association covers more than 90% of all Slovenian municipalities with its membership. Because of different needs of municipalities, the association is organised in three sections – section of city municipalities, section of municipalities with Administrative Unit headquarters and section of other communities. The president of each section is also a vice-president of the Association. The presidency is shared equally over a four-year term. Member municipalities actively participate and contribute to shaping national policies and municipal practices within commissions, networks, and working groups.

MANAGEMENENT OF SOS

The highest executive body of the Association of Municipalities and Towns of Slovenia is the Assembly, composed of representatives from all regular member municipalities.

These representatives elect members of the three sections of the Bureau, which coordinates the work of the Association, and perform tasks specified by the statute between two Assembly sessions.

Each section, in addition to the members of the Bureau, has a president and a vice-president of the section.

Together with the secretary general, they form the Main Board.

The Supervisory Board oversees the material and financial operations of the Association, as well as the purposefulness and efficiency of financial resource utilization.

SERVICES FOR MEMBERS

Tasks of Association of Municipalities and Towns of Slovenia are, in particular, implementation and representation of local government’s common interests in proportion to coordination with legal and regulation acts, which, with their solutions, impact on municipalities’ operation. Among this, there are many other tasks, inter alia:

  • draw up and carry out different types of trainings for municipalities and municipal public institutions
  • help and profecional advice to the members
  • representation of common interests of the members towards the state authorities and international organizations
  • common development projects
  • joint public procurement of higher value
  • representation of member’s interests in the negotiations for financial resources intended for municipalities from state budget
  • representation of member’s interests in the procedures of negotiations for collective agreements for public sector
     
  • preparation of professional materials based on the member’s needs
  • regular informing about issues, that are important for the municipalities functioning.

SOS SECRETARIAT

The SOS Secretariat does professional, administrative-technical and other tasks for the member municipalities. Headquarters are located in Maribor.
